Peppol, UBL and EN 16931

Peppol is a network for exchanging business documents between companies and public bodies, used in much of Europe and beyond. Its invoices are UBL 2.1 XML files: a standard from OASIS that the European standard EN 16931 builds on. A Peppol BIS Billing 3.0 invoice therefore has a fixed set of business terms, such as the seller's VAT identifier, the invoice lines and the VAT breakdown, which this page reads and lays out as a normal invoice.

Many countries use the same structure with their own additions, for example XRechnung in Germany. If the file names its profile in the customization identifier, it is shown in the header. Since 1 January 2025 every business in Germany has to be able to receive structured e-invoices, and France requires it from 1 September 2026, so files like this reach more and more people who have never seen the XML.

What is shown, and what is not

You see the parties with VAT identifiers, legal and electronic addresses, delivery and payee where given, the dates and references, every line item with quantity, unit, price and VAT, discounts and charges, the VAT breakdown with exemption reasons, totals (also VAT in a second currency), payment means with IBAN, BIC and reference, notes, and attached documents. It does not validate the invoice and does not use the Peppol network.

Questions

Is my invoice uploaded?

No. The XML is read in your browser with its built-in parser and shown on this page. No server receives it, and closing the tab clears everything.

What is Peppol BIS Billing 3.0?

It is the invoice and credit note format used on the Peppol network. It is a UBL 2.1 document that follows the European standard EN 16931 with a few extra Peppol rules. Many countries use it, and XRechnung is a close relative with German additions.

Does it open other Peppol documents, such as orders?

No. Invoices and credit notes only. If you open an order, an order response or a despatch advice, the page tells you which document it is and that it cannot show it.

Can it open an invoice that is wrapped in an envelope?

Yes. If the invoice arrives inside a Standard Business Document Header (SBDH), the invoice inside is found and shown.

Are the Peppol addresses shown?

Yes. The electronic address of the seller and of the buyer is shown with its scheme, for example 0088 for a GLN or 0007 for a Swedish organisation number.

What if the VAT is stated in a second currency?

Some countries require VAT in the national currency. When the invoice gives it, the VAT amount in that currency is shown under the totals.
